Problem
When trying to create a shipment to the United Kingdom, this error occurs:

Cause
Since the Brexit, the UK isn't a EU member anymore. Therefore a customs declaration is now necessary for the shipment.
However, in the Magento configuration the United Kingdom is still configured as EU country. Because of this, the DHL extension does not submit the customs information to DHL and the shipment cannot be created.
Solution
Check this configuration in Magento and remove the United Kingdom from the list of European Union countries.
Configuration -> General -> General -> Country Options -> European Union Countries
